RFP – Emergency  Management Contractual Services

Madison County’s Operations in Response COVID-19
April 2, 2020

In response to COVID-19 (Coronavirus), County Departments are continuing to make changes as necessary to ensure the health and safety of our citizens and our employees. Some of these changes include having staff work more independently, or remotely. Please keep in mind we are also making these changes in an effort to follow Federal and State directives. We sincerely apologize for any inconvenience these changes may cause. Please remember this is a temporary situation.

Administration Department:
The Madison County Board of County Commissioners will continue to meet weekly on Wednesdays at 9:00 a.m. to get an update and extend the LSE (Local State of Emergency) as needed.  Meetings will be conducted virtually, though the GoToMeeting platform to keep room attendance below 10.  Most staff are working remotely and assisting the Emergency Management Department as needed. The office will remain open at the County Annex building. If we can be of any assistance, please call or email us.

Building Department:
The Building Department is working remotely, so the office located in the County Annex building is currently closed.  Building permits can still be obtained and inspections can still be scheduled by emailing or calling Debra Green, Permit Administrator. Permit applications can be emailed or mailed to Debra Green. Payments can be made by credit card or check. Code Enforcement:
The Code Enforcement Department is working remotely, so the office located in the County Annex building is currently closed.  Please email or call the Code Enforcement Officer if you need any assistance, but a response may be slowed due to staff assisting the Administration Department and the Emergency Management Department as needed. If you need assistance regarding a letter you may have recently received about a delinquent mobile home sticker, the Madison County Tax Collector’s Office can assist you with purchasing your mobile home sticker(s).

Agricultural Extension:
The Extension Service is working remotely, so the office located adjacent to the Agricultural Center is currently closed.  Staff are assisting the Emergency Management Department and the Fire Rescue Department with phone calls, and other operations as needed. 4H is continuing online and the Extension Director is available to help answer agricultural related question.

Emergency Management:
Emergency Management is currently at a level 2 activation. Staff are working extremely hard with the Madison County Health Department and other state agencies to keep the citizens updated on COVID-19. They are also working very hard to obtain supplies needed by the long term care providers and hospital in our community. Please monitor their Facebook site and the Board of County Commissioner’s Facebook site for the most up to date information.

Fire Rescue:
The Fire Rescue Department will continue its operations as normal. Staff are working closely with the Emergency Management Department and the Health Departments to stay up-to-date with COVID-19. Staff will respond to calls and emergencies as usual through the 911 system, but please do not call 911 for an ambulance unless your need is life threatening.

Mosquito/Animal Control:
The Mosquito and Animal Control Departments are working remotely, so the office located on Rocky Ford Road is currently closed. Please do not drop off any animals at this location.  If you need assistance with an animal, please contact the department.

Planning & Zoning:
The Planning & Zoning Department is working remotely, so the office located in the County Annex building is currently closed. Development permits can still be obtained by emailing or calling Renee Demps, County Planner.  Permits will be issued as time allows, because staff is assisting the Emergency Management Department. Road and Bridge:
The Road and Bridge Department is operating for the most part as usual. Staff are now working in small teams and going directly to their work assignments to limit their interaction with other staff, so the office on Rocky Ford Road is closed.  Driveway permits cans still be obtained by emailing or calling Jo or Louise.

Solid Waste and Recycling:
The Solid Waste and Recycling Department are operating as usual and all collection centers are following their normal business hours. The only change is that all recyclable materials will need to be placed in compactors, because we do not have inmates to sort the materials. We are requesting minimal customer interaction at the office, so if you need services, or have any questions, please call or email.

Recreation:
The Cherry Lake Beach and Boat Ramp, the Madison County Recreation Park, the Agricultural Center, and some other small parks are closed to the public in an effort to discourage people from gathering.  The Department’s staff are still working to maintain the parks as needed, so they will be in good shape when the parks re reopened
